I have no idea what's going on with the hair! I'm pretty sure it's a wig, and I'm guessing that she was trying to disguise herself in an effort to hide from the media.

Jackson had arrived to take her to court, and she looked perfectly normal. She said, "give me a minute", and then the next scene she had on the wig and sunglasses.

I think that it's just an example of the writers' stupidity. The press was in the hallway of the courthouse anyway, and everyone knew who she was! I imagine that she'll remove the wig in the next day or so... It doesn't look like La Lucci's own hair to me at all.
