Cole should have access to some money, Marty should have had a life insurance policy.
They just always do these story lines wrong IMO. Like when Jamie and Babe were penniless and JR controlled the whole town, including the university!
Back in the day, a good story line was when Jenny and Jesse were truly broke, they both came from poor families and they had to make it on their own in NYC. You could really feel sorry for them. It's just easier to swallow when you can believe it.
I don't think that Cole could access any money from Marty because it would have raised suspicion. That's why he was asking various people for small "loans". I don't know who is handling Marty's estate, but Cole would have needed to ask an executor for it, and Marty hasn't been "dead" long enough for estate issues to have been fully resolved. OR, it may all be in trust for Cole, in which case he would still have to go through a trust officer.
Too complicated for a kid.

I can actually see how this could keep Todd and Blair apart. I mean if Todd hadn't beat Cole almost to death then maybe Starr wouldn't have been so afraid of him
Sadly this seems par for the course for all ABC soaps. I say ABC because this is one reason why me and Kae like Y&R so much, couples actually stay happy for awhile
