We all had to have them in school. That's from the days of streaming and it seems to have worked well enough. Then it became terrible politically incorrect to stream students and kids got all lumped together, slow with bright. Stupid system. Now they are back to the streaming with academic high schools (called collegiates here) and non-academic ones for training kids in trades. Much better system, IMHO. As a matter of fact, I think streaming pupils as young as eleven works better.
We were streamed out of first grade. That's a bit young as many children are less emotionally developed at that tender age and don't do well on tests of that kind.
